Senator John Owan Enoh, Honourable Minister of State for Industry

FG Introduces “No Certification, No Entry” Rule for Imported Vehicles

Nigeria’s Federal Government has introduced a new rule that will block any vehicle from entering the country without proper certification, a move that directly impacts anyone looking to buy used cars in Nigeria or explore Tokunbo cars for sale.

The policy, known as the SON–NADDC Vehicle Conformity Assessment Programme (VehCAP), is built on a simple principle: no certification, no entry. For buyers using an online car marketplace in Nigeria or participating in Nigerian car auctions, this marks a major shift in how vehicles enter the market.

Under this system, both new and foreign used cars in Nigeria must be certified before shipment. This includes all Tokunbo cars, which remain a major part of the market. Without certification, a vehicle cannot pass through any stage of the import process, meaning no customs clearance, no registration, and no legal sale.

This change is especially important for anyone looking at direct Tokunbo cars or browsing listings across used cars for sale in Nigeria, as it introduces a new layer of verification that did not previously exist at this level.

The government’s goal is clear. According to John Enoh, the policy is meant to reduce road accidents linked to faulty vehicles, improve enforcement of safety standards, and stop the inflow of poorly inspected imports. In simple terms, the system is moving from reactive inspection to preventive control.

For buyers, this has immediate implications. The days of easily finding extremely cheap but questionable vehicles are likely coming to an end. Substandard cars will struggle to enter the country, which means fewer risky options in the market. At the same time, this increases trust in listings, especially for platforms positioning themselves as trusted car auctions in Nigeria or offering verified used cars in Nigeria.

This is particularly relevant for auction buyers. As car bidding websites in Nigeria grow, the need for transparency becomes more important. With VehCAP in place, the expectation is that vehicles listed in live car bidding online platforms will increasingly come with clearer histories and better documentation, aligning with what buyers expect from verified car auctions.

However, there is a trade-off. While the quality of cars may improve, prices may not drop immediately. Certified vehicles often come at a higher upfront cost, even though they may reduce long-term expenses related to repairs and maintenance. For buyers searching for cheap auction cars in Lagos or comparing an auction cars price list, this means focusing less on the lowest price and more on total value.

The policy also reinforces the importance of trust in the buying process.

At a broader level, this reform changes how Nigeria’s automotive market operates. Instead of inspecting vehicles after they arrive, the system now verifies them before they even leave their country of origin. This aligns with global best practices and reduces the risk of problematic vehicles entering circulation.

So what should buyers do now? The smartest approach is to focus on inspected Tokunbo cars, prioritize platforms that emphasize verification, and avoid deals that seem unrealistically cheap. Understanding how to check a used car before buying and paying attention to certification status will become even more important in this new system.

This policy may feel restrictive at first, but it signals a long-term shift toward a safer and more reliable marketplace. The era of unchecked imports is fading, and in its place is a system built on verification, accountability, and trust.

For buyers, the takeaway is simple: the market is changing, and smarter decisions will now depend on better information, not just lower prices.
